Large change efforts often look technical from the outside. Inside, progress stalls on unanswered questions: who owns the outcome, which exceptions are allowed, and what “done” means when two teams disagree.

Why it happens

Technology vendors and internal IT can only move as fast as the operating model allows. When responsibility is unclear, every design decision reopens politics. Tools get selected as a substitute for settling the work.

Leadership implication

Treat unresolved ownership and decision rights as the first deliverable. Technology selection is a later step - not a way to avoid the conversation.
